reuse.

Description:
40-acre landfill
Regulatory Jurisdiction: EPA Region 9
Problem: Soil is contaminated with metals, polynuclear
aromatic hydrocarbons (PAHs) and volatile organic compounds (VOCs). Most
of the contamination has been detected in subsurface soils that are covered
with relatively clean fill. Private school, homes and businesses are directly
adjacent to the site.
PNL Role: Worked to eliminate excavation remedy. Remedy
is capping and bioventing. Effective communication with all stakeholders.
Innovative graphical representation of solution to create common vision
of the containment remedy. Expedited remedy by 18 months via Design/Build
process.
SAN GABRIEL VALLEY PROJECTS

Description:
South El Monte Operable Unit (SEMOU) of the San Gabriel Valley Superfund
Site Drinking Water Aquifer Remedy
Regulatory Jurisdiction: EPA Region 9
Problem: The RPs were presented with EPA's estimated
cost for remedy implementation of over $100 million. EPA's remedial approach
directed the local water purveyors to design, build and operate individual
treatment plants for each of their well fields. EPA also designed and
built a down gradient 10,000 gpm pump and treat system in the Whittier
Narrows Operable Unit to contain VOCs that flowed through the SEMOU. The
SEMOU RPs were being asked to pay for all of the water purveyor upgrades
as well as the down gradient system installed and operated by EPA.
PNL Role: Project Navigator serves as the cost allocation
expert for the RPs and was asked to research the actual cost of design,
installation, and operation of all of the remedial treatment systems installed
by the water purveyors and EPA. In addition, PNL was asked to assist the
RPs in developing a Good Faith Offer to be used in their negotiations
with EPA.

Monte Operable Unit (EMOU)

Description:
Area covering eight sq. miles in the south central portion of the San
Gabriel Basin

Jurisdiction: EPA Region 9
Problem: This operable unit is generally characterized
by shallow groundwater contamination that is mostly contained in the upper
100 feet of the aquifer and limited to VOCs. The predominantly shallow
VOC groundwater contamination simplifies the cleanup approach; however,
the limited amount of contamination that has migrated into the deeper
drinking water supplies has and will continue to pose a significant threat
to many of the nearby groundwater supply wells.
PNL Role: Project Navigator was the PRPs' Global Project
Coordinator from 2000 to 2003, until a group splintering eliminated the
position. During our time on the project, we helped run PRP meetings,
manage budgets, guide the EPC contractor and negotiate an RD/RA SOW with
EPA.

Description:
583-acres total landfill; Class I (195-acres) and Class III (160-acres)

Problem: Leachate and gas management of the Class I Landfill
PNL Role: Currently working as the PRPs project coordinator
for the BKK landfill closure and O&M work in West Covina, CA. We are
assisting the PRPs in SOW negotiations and in the resource selection process
for long-term site management.

Rialto
Rialto, CA |
Description:
Rialto drinking water aquifer has been impacted by perchlorate, a component
of rocket fuel and Department of Defense ordinance. The City of Rialto
filed a lawsuit against all current and previous owners of property in
the surrounding area who operated facilities that might have used perchlorate
in their operations. The site area included ammunition bunkers from World
War II and was also the location of munitions manufacturing and rocket
testing from the 1940s through about 1980. The County of San Bernardino
acquired a large portion of the former Department of Defense property
and has constructed a municipal solid waste landfill over areas that were
previously used to store munitions.
Regulatory Jurisdiction: US EPA and Santa Ana Regional
Water Control Board
PNL Role: Project Navigator was hired to provide expert
advice to an individual property owner on how to minimize liability even
though he operated a fireworks manufacturing facility for the last 30
years on about 5 acres of the property. PNL has reviewed the available
documentation, evaluated the technical studies performed to date and has
critiqued the proposed plans to investigate the property by several third
parties. The project is ongoing and legal actions are in the initial stages
of formation. The total liability associated with this perchlorate plume
could top $100 million.

Description:
180-acre municipal landfill, divided into 2 parcels by a major
freeway
Regulatory
Jurisdiction: EPA Region 9
Problem:
Over the life of the landfill, many wastes have been disposed
of, including residential and commercial refuse, liquid wastes,
and various hazardous wastes.
PNL
Role: PNL continues to work with New Cure, Inc. (NCI)
to manage operations and development at OII. Preparations are
being made to build a retail development, "The Cascades," on the
northern parcel of the site. Operations and maintenance at the
site have recently included repair of erosion damage from last
winter's record rainfall and repair of roadways and slopes damaged
by refuse settling. Ian Webster, PNL President, is presently retained
as Interim President for NCI to help manage the many initiatives
brought about by the development and the complicated relations
with EPA and the site's many Responsible Parties.

Description:
Former hazardous waste treatment and storage facility
Regulatory
Jurisdiction: EPA Region 9
Problem: Hazardous wastes stored on site contained mainly
chlorinated and aromatic solvents and before removal activities, the site
consisted of thousands of drums of hazardous waste, two roll-off bins
of hardened resin material, and hundreds of empty but contaminated drums.
PNL Role: A Project Navigator representative was the
PRPs' project coordinator in the mid 90's and managed the challenging
task of removing all drums from the site, working with the community,
negotiating with EPA and reporting to a 40-member PRP steering committee.
Currently PNL is the Project Coordinator on the site and is providing
site characterization work to determine the nature and extent of contamination.

Description:

Regulatory Jurisdiction: DTSC
Problem: This high development potential landfill was
the subject of litigation between oil companies and public entities.
PNL Role: Working on behalf of our oil company clients,
Project Navigator performed an analysis of the composition and relative
degradation rates of the municipal trash and industrial wastes to prove
that the landfill's environmental problems were driven by
the MSW.

Purity Oil Sales

Description: 7-acre former used oil reprocessing facility
Regulatory Jurisdiction: EPA Region 9
Problem: The approximately 7-acre Purity Oil Sales Inc. site operated as a used oil reprocessing facility from 1934 until 1974. Oil and by-products from the refining process were collected, stored in sumps and storage tanks, and disposed of on-site in sludge pits. Waste oil sludge was used by local farmers for dust control or buried in on-site unlined pits and ponds. Contamination problems resulted from the improper storage and disposal of wastes, and numerous surface spills which occurred during site operations.
PNL Role: Project Navigator, Ltd. acts as the Project Coordinator for the Remedial Action taking place in 2006 and 2007. Also responsible for control of all site documents including review, and performs field oversight of the Remedial Action (i.e., excavation, neutralization, and backfill of sludge). The field oversight includes review of construction and quality control activities, and Health and Safety for all site contractors.
