Cox Road Landfill Site


PNL's Role

PNL has functioned as the general environmental contractor from the project inception in 2004 to closure of the site in 2011. PNL staff performed the site investigation work, data analysis, and submission of property assessment reports to the Texas Commission on Environmental Quality (TCEQ). PNL also devised the Response Action Plan (RAP) for the site which included a site wide soil cover and reduced groundwater monitoring program. PNL coordinated selection of remedial contractors for the start of construction in early 2011. PNL as part of the remedy implementation secured options on nearby sources of borrow soil for the cover early in the project which was key reducing haul distances and implementing the remedy at a predictable cost. The project was completed on time within the range of forecasted costs evaluated using statistical forecast methods. As of early 2012, the vegetative cover on the newly installed cap has taken hold and PNL is preparing the final construction completion documents for submission to TCEQ.
