    Highlights

  • Use of an adaptive management approach rather than a rigid advance selection of "one remedy fits all" approach;
  • Use of a net risk reduction analysis taking into account limitations of each approach, including residuals and resuspension from dredging;
  • Predicting these limitations and evaluating them as part of the remedy selection process;
  • Carefully evaluating environmental site conditions in determining whether those conditions are conducive to dredging as part of the remedy selection process;
  • Conducting baseline and post-remedial monitoring as necessary to permit an effective evaluation of the effectiveness of dredging remedies;
  • Programmatically, noting that there is a significant need for centralized EPA resources, responsibility and authority at the NATIONAL level, to ensure that these technical considerations are applied, monitored and reported.
